Let’s say I wanted to run through a folder of images photoshopping them in a scripted way. Would that be possible to do with UI Vision or is that something that should be accomplished in another program as UI Vision is mostly for browser support?

Yes, that can be done since UIVision supports desktop automation RPA - so it can be used to automate an app like Photoshop as well.
But for Photoshop specifically, it has its own macro language called Photoshop actions.
