We have not seen this issue before. The error message indicates that the local OCR module can not be loaded.
Some questions:

Are you using Ui.Vision 9.5.3 and the latest Chrome version?

Is this an Enterprise Windows machine that is maybe locked down in some way? (just a guess)

In any case, the next step would be to try again by using Ui.Vision for Edge .The Edge version loads the OCR Module differently, due to some internal differences between Edge and Chrome → Do you get the same error?

The machine is unlocked when I work on it
With Edge I get the same error.
I’ve tried on a second server (same “age” of the first one, we bought both some years ago): I get the same error
I’ve tried on a third server (got Windows Server 2019 too, but we bought it last year): NO errors here!
Could this be a clue for you?

Can you try with Ui.Vision for Firefox?
My guess is that on the two “problem” machines some kind of browser setting or maybe some security software(?) blocks the loading of the WASM ocr module.
Server A& B: the error message with firefox:
Line 5: NetworkError: A network error occurred.
Server C: * Line 10: E311: OCR text match for ‘Monovolume’ not found
Really mysterious for now…
That is a normal error, in the sense that the OCR runs fine but does not find the word. To debug this, please press the FIND button and then check what the overlay says.
For example, if the OCR result would be Monovoume
(missing l) you can use Monov*
instead to find the word.
