If else if else not work properly

i put condition for that i have upload csv file of no.
and put the condition that if particular tab is visible.
such as if Tab is unavailable then check storevalue anf that store value is less than specific value then click on 1 otherwise on 2 and if the Tab is available then click on 3
the problem is that if the output is 2 first time then ok
but if any time output is 3
then next upcoming output of 2 disturb
