How to Drag a Folder out of a Folder

I have a sub folder that contains macros inside of a parent folder. Is there a way to drag the sub folder out from under the parent folder to make that sub folder a standalone (parent) folder?

EX: Folder 1 has a sub folder, Folder 1.1, that contains macros. How can Folder 1.1 be a parent folder rather than a sub folder.
