500 requests per day per IP

The docs for the Free OCR API mention this:

The free OCR API plan has a rate limit of 500 requests per day per IP address to prevent accidental spamming.

I use OCR for online moderation, which means that on some days I need far more OCR requests than on others. I know that you can use multiple free API keys, but does this IP request limit apply across all API keys?

I use 2 API keys from one IP and this works for me. The support team gave their approve for that.

But in the past we had a few users that signed up for 30(!) or even more free api keys in order to avoid purchasing a PRO license. That would be an example of overdoing it.

Would it be possible for users of my project to obtain their own free OCR API key, which would then be used by my project on their behalf? This would mean that the same IP address would be using an extremely large number of API keys. Would that cause any problems?
